Is Raid: Shadow Legends pay-to-win? An honest answer from someone playing free

Is Raid P2W?
Short answer: yes in one part of the game, no in most of it. Anyone giving you a one-word answer is either selling you something or hasn't played long enough to have an opinion worth hearing.
Here's the version with the receipts.
Where money actually wins

Live Arena. That's the concession. It's speed-tuned, it rewards a deep bench of specific champions, and someone who can pull until they get the exact tools will beat someone who can't. No amount of clever building closes that gap entirely.
If ranked PvP is the reason you play games, know that going in. It isn't a bait-and-switch, it's just true.
Where money mostly does not
Everything else is gated by knowledge and time, not by a card.
Campaign, dungeons, Faction Wars, Doom Tower, Clan Boss: these are solved problems. They ask whether you understand speed tuning, whether your gear hits the right breakpoints, and whether you're willing to farm. A well-built free roster clears content that a badly-built spender's roster stalls on, and that happens constantly.
The people who look unstoppable in PvE usually aren't the ones who spent the most. They're the ones who read.
The numbers that make people angry, and why they're right to be

Two things get cited every time this argument happens, and both are real.
The drop rate is about 0.5% on a standard shard. Two hundred pulls for one legendary, on average, with no guarantee attached. There's a mercy counter that improves your odds after a long dry streak, and it helps, but calling it generous would be a stretch.
Gear costs silver in a way that compounds. Every swap has a fee. Optimising a build isn't one purchase, it's a running tax, and early accounts feel it constantly because silver is the thing you never have enough of.
Being annoyed about this isn't being a bad sport. A 0.5% rate with a running cost on experimentation is casino architecture, and pretending otherwise insults anyone who can read a percentage.
The question isn't whether the mechanics are extractive. They are. The question is whether the game underneath is worth playing anyway, and for a lot of people it is, because the gameplay is a good puzzle.
What a free account looks like in practice
Not a slog, if you avoid the two mistakes everyone makes.
Do not spread thin
Level a small number of champions properly instead of a large number badly. Half-built rosters are the single most common reason people conclude the game is pay-to-win when they've actually just diluted their resources.
Learn speed tuning early
It's the mechanic that decides most content. It's free, it's the difference between clearing and failing, and it's the skill ceiling most spenders never bother with.
Farm the campaign properly
Boring, unglamorous, and it's what funds everything else.
Take the starter champion seriously
New accounts get exactly one starter code, and it's the strongest free asset you'll ever be handed. See which starter code to use and in what order — the ordering trap there costs people the champion entirely.
So is it worth starting in 2026?
If you want to win ranked PvP without paying: no, and I won't pretend otherwise.
If you like long-form optimisation problems (spreadsheets, breakpoints, squeezing a clear out of champions nobody rates) then yes, and the free path is real. Most of the content is open to you, and the parts that aren't were always going to be.
The one thing that changes the free-to-play math
Free-to-play isn't expensive. It's slow. And on mobile it's slow twice over, because the platform caps how much you can grind in a day and throttles the phone when you push it.
The Windows client removes both. No daily multi-battle cap, no thermal throttling, runs natively rather than through an emulator, and it's windowed so it can sit on a second monitor while you do something else. It doesn't improve a single drop rate. What it removes is the ceiling on the one resource a free account actually has: time spent.
That's the whole argument, and it's worth being precise about it: paying makes you stronger, playing on PC makes you faster. Only one of those is free.

Can you finish the game without paying?
Almost all of it. Campaign, dungeons, Doom Tower and Clan Boss are gated by knowledge and time, not by money. Live Arena is where money really does win.
What is the legendary drop rate?
Roughly 0.5% on the standard shard. That's the number that makes people call it a casino, and it's a fair thing to be annoyed about.
Is there a pity system?
Yes, a mercy counter that improves your odds after a long dry run. It softens the worst luck; it doesn't make pulls generous.
How long until a free account is competitive?
In PvE content, weeks. In Live Arena, you may never fully close the gap against people spending heavily.
Does playing on PC change any of this?
It doesn't change the odds. It removes the daily run cap and the thermal throttling, which is what makes free-to-play grinding slow rather than expensive.
